The reading for this is じょう, not うえ. Also, 上 (は), 上 も, and 上 の are other forms of this grammar point.
I think Fareastfurfaro’ｓ Translation should be added to the top. It is ALOT easier to understand!
Actually, 上 は（うえは） and 上 は(じょうは）are two different grammar points, and they got a bit mixed up here. I clarified this one and added a second page for the other: http://www.renshuu.org/index.php?page=grammar/individual&id=358
true that.it can be used both as ue and as jyo.although for clarification,by reading the sentence it become clear that here it is jyo in that sense.
in the quiz question for "あなたの 言 葉 遣 づかい は 教 師 上 よろしくない 。", 上 is in the question, and repeated in all possible answers except for the right one.
