1. I want (person, thing) A to B (action)
Used to describe what you want someone else to do.
この                 
I want you to take this paper to her right away.
2. Want A to not B
この 部屋                 
I don't want you to smoke in this room.
3. Would love for A to (not) happen
Shows a strong wish/desire for A to occur. Negative form of verb denotes wishing that something doesn't happen
       いつも             
I would really like for you to always pay attention to your personal appearance.

Someone keeps telling me that -te hoshii can sometimes replace -tai as a first-person desire. Is this true?

This can also be used to express a negative request, as in ~ないでほしい (I want you to NOT do A).
