I am by no means an expert when it comes to Japanese grammar, but just to make sure: is the Verb+かける you list as a possible construction for this grammar point the same to what is already described in this かける grammar point?

My guess is that you are correct, that it is listed there.
I'm having a hard time to translate this sentence, and I don't know if it's for the use of かける or something else I'm missing.
いつも約 束 を守 らない彼 のやり方 は、私 には理 解 しかける。
Does this mean "I can barely understand why he is always forgetting his promises"?

My guess is that it is similar to what you're saying, in that your understanding of his ways is not finished. I'm not sure if it is barely, but probably in that direction.
