Trying to read this article, I came across the problem that I don't know what the と does here.


NHK News Article


Sentence:


するは、で256いてしたをすぎてもしているも4となりました。


I think I can't understand the relations between each part of the sentence because of the と. Any help is appreciated!


PS: I am not an English native, sorry for any mistakes

I would read that as "with" ("With the number of foreign residents topping 2.56 million at the end of last year,...")
