Trying to read this article, I came across the problem that I don't know what the と does here.
NHK News Article
Sentence:
日本に在留する外国人の数は、去年末の時点で256万人余りと、前の年に続いて過去最高を更新した一方、滞在期限をすぎても不法に残留している外国人の数も4年連続の増加となりました。
I think I can't understand the relations between each part of the sentence because of the と. Any help is appreciated!
PS: I am not an English native, sorry for any mistakes 笑
I would read that as "with" ("With the number of foreign residents topping 2.56 million at the end of last year,...")

Thank you very much for your answer. It's still kinda hard to get the meaning of the sentence by reading it just once .
