I think (take with a grain of salt of course, as I am guessing a bit based on what I read a minute ago) じゃない could here be translated as "isn't it" or (more likely) as a form of exclaiming a surprise about how dirty cheap this pack of eggs is.

Thank you both. I thought it could be that, but because there isn't "isn't it" in the translation, I was afraid it could be something weird.
