The same phrase is repeated before and after ことは to indicate that the speaker acknowledges the fact but does not consider it particularly important.

A Dictionary of Basic Japanese states that the disjunctive conjunction が could also be replaced by けれど or しかし.

The translation of this example sentence:

このはいいはいいがい。
This cat has it's nice parts, but it's gas mileage is bad. (When I read this English without reading the Japanese first, I thought "that must be really smelly farts for a cat" xD)
