As for the construction ->
た form verb + かと思うと・かと思ったら・と思うと・と思ったら (Unicom)

The particle か is sometimes omitted.

今泣いたと思ったら、もう笑っている。赤ちゃんは、かわいい。

I have just started studying with 完全マスターN2 and about this grammar point it is written:

「話者の行為については使わない。」p.9

If I got it right, this means it cannot be used for one's actions.

Is that right or I am misunderstanding it or missing something else?

話者 is speaker, so yes, whoever is speaking cannot use it to refer to themselves.
