My understanding is that they have the same meaning. ゆっくり is just ゆっくりと when the と gets dropped.

In what situation would the to get dropped? Because in the dictionary they have the same definition and checking the sentences seem to be used the same so I'm not sure when one is used over the other

My understanding is they are interchangeable. So the と can be dropped whenever you want. Longer versions of words tend to sound more formal, and shorter things tend to sound less formal, so that may be a consideration.
