I have read on another web that said the second clause cant be something relate to nature phenomenon, but why the Example has the するがいか、りだしました。one??? Really confused

I checked out two paper dictionaries (one in English, one in Japanese), and a website, and did not see any specific mention of any restrictions in the second category. Can you point out where you saw it?

I found multiple websites saying the consequent should be a volitional verb, so natural phenomena shouldn't be used with this pattern, e.g.:

Neither DoAJG nor Bunkei Jiten explicitly mention it, but their example sentences do seem to be in line with that...
