All of the traditional style (top down) writings I read, they all seem to make a new line in odd places. Like they will just stop in the middle of a sentence, and put it on the next line, when it hasn’t reached the bottom of the page.
I don’t know the specific conventions in use, but my impression is that the choice is mostly based on readability. Taking the text all the way down to the bottom of page doesn’t leave the reader any place to put their thumbs.
Also, traditional writing is very light on punctuation. A line break is often used instead of a comma or dash.
