辞 書 (jisho) = 地 引 (jibiki) = dictionary
Is there language development? like keitai becomes sumaho to refer to mobile phone?

地引 is not a dictionary. You mean 字引 . It’s for character 字 lookup 引 . 辞書 is an expression 辞 document 書 .
In practice, they are more or less interchangeable, although 字 引 feels kind of old fashioned.
I just noticed that all ten of the example sentences in the renshuu database for 字引 use it as part of the phrase 生き字引 . So it’s even more dated than I realized.
