(jisho) = (jibiki) = dictionary

Is there language development? like keitai becomes sumaho to refer to mobile phone?

地引 is not a dictionary. You mean 字引. It’s for character lookup . 辞書 is an expression document .

In practice, they are more or less interchangeable, although feels kind of old fashioned.

I just noticed that all ten of the example sentences in the renshuu database for 字引 use it as part of the phrase 生き字引. So it’s even more dated than I realized.
