In the Renshuu dictionary, it's not marked by any tags/labels. I interpret that to mean that it's not a common expression.
The lack of a tag is hardly definitive, but it does seem to be true that this expression is somewhat uncommon. I only found four hits on yourei.jp , and one of those is a translation.

It's a strong expression so you wouldn't use it all too often. But proverbs in general aren't just being tossed around all the time, I don't think.
Aaaand not long after reading this, I actually heard the expression! It's in this NHK World show called Direct Talk, in an episode about a Japanese clown who entertains people in difficulty:
