Those websites are very much illegal. There's a reason why they get taken down so often and can't get any ads other than for shady gambling or adult content. 9anime pretty much admits it in their FAQ: "It's the only ads pirate sites could use, clean ads are banned by copyright owners" (pirate site, doesn't own rights).
Legality aside, the chance of getting into any trouble is practically zero (depending on where you live). Pretty sure as long as you don't download anything, you're in a legal grey area. If you do choose to use them, don't make an account, and please use an adblocker.
