Like is it an out of /10 thing or an accuracy percentage thing or does it go up perpetually? That kind of stuff..

I remember seeing Michael explain this once. You might be able to find it by searching through old forums, but as I recall, there are ten levels, from zero to nine. Each level contributes 10% towards your mastery rating.
