Here's what little I know, though maybe someone who's lived there can tell us more:
Japan covers about 25 degrees of latitude, so its temperature and climates vary a lot. Basically, all the ones you've mentioned are part of the cherry season. Even in the same region, they don't always bloom around the same time each year.
It's sakura season right now, and in the Japanese news, after the day's events, they show a map of Japan just like for the weather forecast and inform people when trees are expected to come into blossom in which region, what state they're in (just starting, 満開, late blossom) etc. For now, rains are making viewings unpractical in many places.
Because of its timing, the sakura bloom is associated with the end of the school year (as we see in many manga/anime)... or the beginning of a new one, as warmer temperatures push the bloom more towards April.
It would be lovely to go for a sakura viewing, wouldn't it?
