If a schedule has a daily review limit set on it in the settings, and the limit is below what the schedule actually "wants" you to review that day, and there are also new terms available to learn in that schedule, the Extra Review button accessible after clicking on the schedule doesn't work properly. Instead of allowing you to review the extra scheduled terms, it takes you straight to the new terms just as if you'd have pressed the "Learn" button on the home screen.
The issue is device independent as it's been tested both on Android app and on a PC.
I've encountered it in the Intermediate Japanese grammar schedule and the Words for Intermediate vocab schedule, but it's likely it's schedule independent, I just don't have other schedules meeting the conditions right now.

Schedule A has 20 terms to review today. It also has 5 new terms
1. You have not yet studied your max number of new terms
2. Your daily review limit is set to 10.
Given that it's Extra Review, I take it you have already studied 10 (the limit), so it's down to 10 review left (ideally). At this point, have you studied any new terms? Or have you studied enough new terms to max out your new ones for the day, and there are *still* more new ones available?
1.At that point I have not studied any new terms yet as I always do the reviews first, but I have 5 new terms available to study
2. I have already reached the daily review limit of 10
3. However, I feel like doing the rest of the pending reviews for that day(lets say there's 10 more like in your example), so I press the Extra Review button
4. It basically does the same thing 'Learn' button does instead of taking me to the remaining pending reviews in that schedule
5.If I learn all the new terms for the day in that schedule, only then the Extra Review button takes me to the reviews.
