You can't use する on a verb like 言う. Nouns like 勉強 or 運動 however can take する to create a new verb. 勉強 "study" paired with する would become "to study" 勉強する.
I am not entirely sure what your question is, but what you used here for ~と言っていました is the progressive, past polite form of 言う. Basically 言う →言っている→言っていた→言っていました. Translated it would be "was saying"
You can use the て form for any kind of verb, whether godan, ichidan or the irregulars like する and 来る.
