if the rule is to use the short form in ~とっていました then why do we use て form for ~する verbs?

I’m doing practice for this topic but the answers says “~して” instead of “~する”.

You can't use する on a verb like う. Nouns like or however can take する to create a new verb. "study" paired with する would become "to study" する.

I am not entirely sure what your question is, but what you used here for ~とっていました is the progressive, past polite form of う. Basically う →っている→っていた→っていました. Translated it would be "was saying"

You can use the て form for any kind of verb, whether godan, ichidan or the irregulars like する and る.
