It's not too uncommon in writing, but I don't hear this much in conversation - you'd be much more likely to say something like だけじゃなくて.

Found this explanation of the difference between ばかりか and ばかりではなく


ばかりかは、ちをくいうために使です。
きやをいうときによく使います。
でも、「にはむばかりでなく、をつけさせることがだ。 」
このは、きや、というがないですね。ここでは、やはり、
だけではなくというのばかりではなくをつかうのがです。
にうしろに「か」がつくと、き、いです。

It seems like the verb construction でなく is more common than ではなく. Could the construction explanation indicate that the は is optional?
