I would be helpful if you gave it in context, but without that I think they're asking "Is it that?" or "Do you suppose it's that?"
I think the writer is implying to あれ (that) but they write it in katakana instead.
It's quite common to see, especially in community novel such as fanfiction, where the writer write something in katakana when it's usually seen in hiragana.
Another example such as ソコ(そこ) or キモチイ(きもちい)
Usually, the writer is implying to some place or something without directly saying the words. It's heavily depend on the context of the text you're reading.
