What exactly is the percentage supposed to represent? I thought it was a percentage version of the overall mastery level, but then I answered a question wrong for a kanji with all vectors then at level 9 and it reset to 0%... And there are other kanji where I have all the vectors but one at level 9 with the lowest at 2~4 and the mastery percentage is sometimes in the 80s and sometimes in the 10-40% range... I don't get it.
Edit: Also just noticed that sometimes the circle around the percentage has some color filled in, and sometimes it doesn't. Not sure if a bug.
It should be a percentage as you described - it sounds like it jumping to 0 is a visual error. The underlying mastery levels (and the code for the mastery levels) has not been changed in the least bit. I would submit a few in-quiz errors when you see a visual issue.
Can you give me some examples of the ones that are seemingly too low? Bonus points if I can get to them without going into a quiz (if they are in a schedule list, for example).
The circle around the bar fills as you get to 100%.

I just had the same issue with the percentage falling down to 0 when I answered a question wrongly (actually skipped it as I couldn't remember the answer).
I noticed that, as it always did, the overall mastery level jumped back to 1 star while the other vectors were at 3 stars (I think).
What would you think if the percentage could also account for the other vectors?

Indeed, the % was getting bound to the overall mastery level, which in the schedules, are the lowest of the available vectors. For %, though, I think it should be, as you said, a blend of all the available vectors. I just uploaded a change, so let me know if it looks better.

It does look better to have a quick overview as a percentage that is the mean value of the study vectors.
Whatever you did fixed the funny numbers and it makes a lot more sense now. Though it looks like I was right about the circle around the percentage having a bug - it's randomly not filled in at all for mastery levels less than 100%, so I submitted an in-quiz report for it.
