As far as I know, they all mean "last year". Are they used differently depending on the context of a sentence?
I've never heard 前年, so I can't comment on that one.
昨年 seems more formal, so I see it more in writing, and polite/formal discussions. 去年 is like your basic "save to use anytime" version.
I think 前年 is used more in a comparative context. For example, this year is okay, but the previous year (前年) was on fire! 🔥
