The reading for this is じょう, not うえ. Also, (は), も, and の are other forms of this grammar point.

Another translation could be "from the standpoint of A, ~.

true that.it can be used both as ue and as jyo.although for clarification,by reading the sentence it become clear that here it is jyo in that sense.
