With a verb such as く (be surprised) or する (reprove of) expresses the meaning, "X is not appropriate, it is immaterial/ off the point/ inconsequential." Often used with an expression showing some reason such as からといって (just because...) and means "it is off the point to be surprised at or blame someone because of such a reason." Other possible translations (depending on the context) may include, "it is no surprise that..." or "it is little wonder that..."

It doesn't have to be から, but yes, everything I'm seeing shows the clause that provides the reason/condition coming first, with the 'result' being that something doesn't have to be done.
