this pattern can also be used like をりに, marking the start or end of something happening - for example をもってセールはとなります。Or the phrase always used at my school functions, をもちまして、

But definitely a different meaning without the すれば, correct? Neither of the examples you gave (and I can remember hearing those) mark the start of something - are you sure it can work in that spot as well?

from what I'm seeing, it can definitely be used in this meaning without the すれば, and all the examples I can think of for using it like をりに are endings, but my resource just says literally =をりに/りで
