The second clause must be something that happens as if in opposition to the first clause. As lou1sb stated, it must be something that is a repeating occurrence.

Usually used to express something the speaker doesn't like、but which happens repeatedly.

Some of the example sentences feel a little wonky to me, so I thought I would post a loose translation of the grammar explanation from page 9 of the New Kanzen Master N1 grammar book. "Even though A has been done, B happens as if in opposition to the action performed in A. This is a cycle that repeats a number of times. [...] Typically used to express undesirable things." : 『~をしても、すぐにそれにするようなきがあり、それをす。』 『くないことに使うことがい。』
