verb inf. + neg (-ない) 1. is used in written Japanese or in formal public speech to express obligation, duty, or necessity. 2. The 「ねばならない」 form for the irregular verb 「する」 is 「せねばならない」.

The only difference between ねばならない and なければならい is that the former is used in written Japanese, and the latter, in spoken and written Japanese
