を踏まえて and を前提として both indicate a basis for action, but with different nuances. まえて suggests active reflection on information that influences the next steps. として sets an assumption as a foundational condition without implying active consideration.

this is the only example with a verb that I've got: がパーティーにするというのもとに I would assume dictionary form over anything in plain form, considering that it's to keep something in mind.
