The second kanji almost looks like a smaller version of the first one. The first one is the teacher, the second, smaller one is the student trying to copy him. His form is a little different though, he still has things to learn from his sensei!

決意 - more serious and subjective; expresses a strong, firm determination and emphasizes clear intent and commitment

決心 - more casual and subjective; you have made up your mind with the decision; more personal but less heavier/dramatic than 決意

"to make/come to a decision" while 決める is more informal "to decide". おんーよみ (kettei) are fancier than くんーよみ(kimeru) and carry the same meaning.
