1. Whether A or B
Often followed by verbs such as 言えない, 選べない, 判断出来ない, etc.., shows doubt or uncertainty between the two things
彼奴 の 話 は 嘘 と も 本 当 と も 付 か な い 。 
I can't say whether what he says is true or not.

1. If A is the case...
Followed by a statement which is different from expectations. Ex: A is a good thing, but bad results follow. A and B are the same verb/noun/adjective.
旅 行 は 乗 り 気 じ ゃ な か っ た け ど 、 行 っ た ら 行 っ た で 楽 し か っ た 。 
I wasn't interested in a trip, but after going I had fun.
