In the basic sense of "someone else does [an action] for me or someone in my circle," 「てもらう」 is essentially the same as 「てくれる」.
But oftentimes, 「てもらう」 implies simply that the speaker is personally requesting the action, even though he or she is not the beneficiary of it. The person who benefits from the action may be the person performing it, or someone else entirely. This is different from 「てくれる」, where the person who benefits from the action is always the speaker or someone close to the speaker.
In these situations, 「てもらう」 can take on the English meaning of "get someone to [action] or "have someone do [action]":
テストを受けてもらう。 -- We'll have you take a test.
(the person who will benefit is most likely the test taker)
いつ始めてもらえますか？ -- When can I get you to start?
(the speaker, the listener, or a third party could be the beneficiary of the "starting")
