What is the politeness of the grammar. It's awfully long, which makes me assume that its formal or higher. Is this something you will hear in everday conversation?
I have heard it in both casual conversation and polite. The ではない tends to change depending on the politeness level: I hear it as じゃない, but I have also heard it as ではありません. I would not say it fits into a single politeness level, but rather can be used in different settings.
