It is used for judgments, positions from which to make appraisals, or focus of something.
It shows how to approach issue from a particular standpoint. It has the pame meaning and usage as からいうと .
It also takes the forms からすれば, and からして.

Lang_learner, this grammar point considers a fact or action or observation, whereas からみれば considers someone else's perspective. "Judging from X" vs. "From X's perspective".

What's the difference between using this grammar vs. ~にしたら? Like in the following sentence:

ったからすると、しいなのだ。
From the perspective of rebellious youth, parents are generally gloomy people.
