The literal japanese phrase used, is a way of speech approximating to "(Given/Even) it is said that [condition/situation A], [do not do B; B condition/situation does not follow A]."

I was slightly confused with the explanation (With only A, it is not enough, so B), but after looking at the example sentences it makes more sense. The B seems to always be negative, in fact I can't think of an example with this grammar where it wouldn't be a negative verb, so maybe it would be better to reflect that in the title or How to Use, B(negative) Or perhaps more specifically, (not limited to B), or like (A being the case, not limited to B)
