にほかならない sounds very close to にすぎない but they are quite different. にすぎない means st / so is nothing more than what is stated, in terms of amount, degree, status, ... while にほかならないmeans st / so is no other than X. にすぎない has downgrading nuance, but the にほかならない lacks this nuance.
