Grammar usage notes

1. The verb that かねる attaches to can only be a verb that takes a first person human subject (eg I cannot handle, we cannot comply, he appears to accept...)
2. Can't use with verbs like ある、れる、く、る.
3. Can't use with the regular potential forms (-られる forms) (creates a double potential meaning).
4. Exceptions: かる (わかりかねます)、and (Sino-Japanese compound +) できる(VNできかねます): DAJG pp. 96-99
5. Can also use the pattern Sino-Japanese compound + しかねます (eg しかねます).
6. おちかねよ is a one-off idiomatic term meaning 'cannot wait'

Does this use the potential or the plain form of the verb? All the examples use potential form, but the description doesn't say that.

Plain form. Those two are ..special verbs, and not the true-blue potential form. I'll add a few more examples to help illustrate the usage.
