According to my grammar dictionary につけ is only used with verbs of cognition i.e. る、む、える、じる、れる or ぐ. This is because it's used when something the speaker perceives causes them to feel or think something.

たびに can replace につけ. につけ can replace たびに but only when the verb in the subordinate clause is a cognition verb.

Not sure what site you got it off of, but it looks like they lifted it almost word for word from a grammar book for the JLPT. I do need to add the second meaning, though.

I-adjective + につけ is also possible.

There's also につけても. The meaning is the same as 「~にして」 according to my Unicom grammar book or as 「~にして」 according to the Internet.

However if is placed before につけても, the meaning changes to "everything; anything; every time; always".

(1) につけてもよくえてからするけれど、はそのだ。
(2) でもスポーツでもにつけてもなのは、けることだ。
(3) につけてもむので、がいい。
