The difference between "～ばかりでなく…も" is that "～ばかりか" expresses the feelings of surprise or exclamation.

In the sense of "A is already sufficient, but in addition we have B". E.g. "not only the food is bad, but the service is horrible", "not only does he speak 8 languages, but he also plays the violin".
