so from my understanding おきに is the intervals time, so if the Olympic games take place at internal of four years that mean Olympic is held every 5 years then, so the correct one should be オリンピックは3年おきに行われる。

For distances, or small intervals of time seconds and minutes, means "every" just like ごとに
For longer times like days, or years, it means that amount of time comes between each occurrence.
e.g.
if each letter is a day and Y is when it occurs, and N is when it does not
1日ごとに YYYYYYYY
1日おきに YNYNYNY
.
2日ごとに YNYNYNY
2日おきに YNNYNNY
For hours, it is ambiguous, and it could be every hour like the other short times (seems to be more common), or an hour in between each occurrence like the longer times.
