I would say this grammar pattern means more like 'all but ‾' - [ずっとっていた!」とわんばかり- he was all but saying 'I:ve been waiting forever!'

Well, I got the above definition by consulting a few grammar sources; one source put it as 'as if ‾ were about to ‾' - so I think if you look at your example, I think they boil down to the same thing - 'he's all but said it', or 'as if he's about to say it'. What do you think?
