this can also be used with the first verb in dictionary form (as opposed to volitional), but I think the second has to be in the negative potential (not plain negative) - 作 るにも作 れない etc.
Not sure if this grammar construct is part of this or has its own page, but 新 完 全 マスター文 法 N1 also lists ~に~ない together with~(よ)うにも~ない, as in:
子 供 に大 切 な書 類 を汚 れて、泣 くに 泣 けない 心 境 だ。
Also groups together ~に~ず, as in:
野 菜 をたくさんもらったが、食 べきれない。捨 てるに 捨 てられず 困 っている。
