According to my grammar book (A dictionary of advanced japanese grammar) this equals が and けど but A) is much more formal B) can only take 3rd person as the subject, e.g. ながらも is ok but (orあなた)はながらも is not correct. Tho' I'm not completely sure about the 3rd person part, there seem to be plenty of exceptions, (e.g. ながらも、ません) can anyone clarify?(e.g. ながらも、ません)
