Overstatement predicts dire results if something were to happen.

It is used in written language. A less formal equivalent is たリしたら

It is a way of expressing a somewhat exaggerated condition and means, "if by any chance such a thing should happen..." followed up with details that the act will result in an unfortunate or disadvantageous outcome.
