The green part in 「日本の北の方ではリスがいるとか。」seems incorrect. Shouldn't it be リスがいるとか？

Is this related to ということだ/とのこと? I knew that とか is its short form and the meaning seems to be the same so...(*^*)

It looks like this one has more uncertainty compared to the other ones, which are more "reporting" expressions.
