To me, having the negative ではない with the interrogative だろうか makes this feel more like "don't you think that A is true / the case?" than simply "I think that A." Essentially, でしょうか or だろうか but with extra (softer) steps?
I'm just leaving a note. I'll edit this to be more complete when I actually study this.
