のに is used when the speaker is remarking on the failure of someone else. It is not used when someone is talking about themselves.

It says のに is optional. What does it mean if you use it? Does something come after it, if it's used?

しぶり。

I think it should be "verb: conditional" rather than Verb: Potential because of the ば.
