は is optional at the end of this grammar point, as in 以 上 (は). Also, the ) parenthesis is missing from the definition ;).

Doesn't 以 上 also mean "greater than?" Or am I mistaken?
Yep! It's just a suffix then, but I supppose that since there's already a page for 以 上 , it wouldn't hurt to add the suffix form.
When they say "以 上 です。"... it means "it's over"? just asking. heard in dorama when a meeting ended..they said 以 上 です。meeting adjourned..
Not 'over' as much, more like...'That's all'. You can also use it after giving a set of instructions, announcements, etc.

Update on the construction (2nd one)以 上 母 親 である以 上 は、子 供 を育 てる義 務 がある。
Added (for whatever reason, it flipped the two meanings, so the one with the new constructs are now on the top.)
First meaning, first example: it should read "Because you've come to a foreign country" or the kanji should be changed to 行 く

I read this sentence in my grammar book, but with the 'tonikaku' in the sentence, I can't seem to translate it into English. How would you translate this sentence:
試 験 を受 けるいじょうは とにかく合 格 できるように 頑 張 ろう
