つつ meaning of "although" is that of English "while" in terms of contradiction (while knowing the rules, he broke them anyway).

つつ is simillar to ながら in terms of meaning but while ながら can have two subjects in one sentence (eg. while A did this, B did this), つつ can only have one subject, doing a couple of actions.
