This can be used with a third-person subject if it's in the past.
For non-past it can be used for sentences where it's clearly indicated that it's either in direct/semi-direct speech (とった・そうだ) or conjecture (らしい・ようだ).

ほしい is an い-adjective and conjugates as such.
