Another construction is the noun form of a する verb + の. Ex:

113は10のこと。(ALC)

But, what's the difference when compared to

・きちんとする

meaning: ??

The sentence is a command or rather a rule. (Maybe it'd be better to put an exclamtion mark at the end of that English phrase?) You can find them everywhere pasted onto walls, doors etc. in schools or companies addressing students/employees.

The second sentence it a simple statement. E.g.
- I attend classes regularly.
- We attend classes regularly.
The translation could take any personal pronoun depending on context.
